I submitted a RCS Notice of Intent (NoI) for a one-year project $47,481. The NoI should have been for a 3-year project totaling $142,443. The title is still the same. Is it okay for me to submit a proposal with these changes?

No. The full RCS proposal may change slightly when submitted from that originally stated in the NoI. Clearly, this not the case.
