When considering sustainability for R&D, are reviewers instructed that primarily undergraduate institutions will be applying for federal funding?

Sustainability plans are required for Departmental ENH, but not R&D programs. RCS, however, is targeted to assist faculty in becoming competitive for federal funding, and panels look closely at opportunities for federal research support and the project’s potential competitiveness in the federal context.
