If an ATLAS applicant has had a break in productivity (e.g., no publications while serving as an administrator; personal or medical issues that slowed professional work), should that be explained in the proposal? How much detail is needed?

It is useful for reviewers to understand breaks in productivity, but very brief and general discussion is sufficient. Proposals submitted to the BoRSF are public documents and personal details should be kept to a minimum.
